First you need a host. A host is a server that hosts your URL and gives you space to store all your web content. WordPress and Blogger are the two most popular free blog-hosting sites, but you’ll ultimately be driving traffic for WordPress and Blogger, not you.

After you get a host, you have to load a blogging UI onto it. The most popular of these UI’s is WordPress, which runs a lot of websites you see online. Joomla is also seen quite a bit. Now that you have a host and a blogging service, you need to register your site with all the search engines: Get your content on Google
Submit your Site to Bing
At this point, you have a site, and the search engines know to have their search bots crawl it for valid content. Now that you have a web address for people to find you, a UI to display content, notified search engines that you exist, and set up ads to display and make money, all you have to do is start writing blog content and promoting it.
